A brief history of local government in Papakura

Hunua Highway District

The history of local government in the Papakura area goes back more than 140 years, to the formation of the Hunua Highway District in 1867.

Because of its name, the Papakura Valley Highway District, deserves a mention here. This was first established in 1862, but covered the areas that are known today as Ardmore, Alfriston and Brookby, rather than Papakura itself.

The Hunua Highway District, which was constituted under the Auckland Provincial Highways Act on 24 September 1867, was the first local body that included the Papakura township within its boundaries. The Hunua district was bordered by Manurewa and Wairoa to the north, Maketu to the south, and Karaka to the west.

The elected highway boards that ran the highway districts were not local bodies as we know them today, being responsible for little more than the upkeep of roads and bridges in their respective areas.
